Development Agencies and Local Governments—Coexistence within the Same Territory

This article proposes a discussion on the form of coexistence local Development Agencies in Uruguay, with governments face new scenarios marked by decentralization process, initiated country Constitutional Reform 1996 and culminating February 2009, Law Political Decentralization Citizen Participation. The applies particular to development agency city Rivera (ADR), located northeast country. A descriptive, mixed, bibliographic, documentary investigation was carried out primary data collection internal external references ADR. results show that both institutions has been difficult, without defining clear roles. Promoting dialogue define role each seems be great challenge facing sustainability agency.
